CANDIDATES FOR VICE-PRESIDENT
VOTE FOR ONE (3-Year Term, President in 2023)
Heather L. Swann
As a long-time supporter and advocate of the TPCBA, I am running for Vice President. For the past two years I have been a Trustee on the TPCBA Board. I previously served as Secretary/ Treasurer for the Family Law Section. I am currently on the JEC for PCWWL.
I have a passion for volunteering. For the past several years, I have been afforded the opportunity to help the local community volunteering my time at Tacomaprobono. This past year, I served as the President of the Tacomaprobono Foundation Board. This was a fulfilling and educational role.
I have practiced law for just under fifteen years and have been a partner at Hay & Swann PLLC for over a decade. My practice consists of exclusively family law.
I am originally from Stonington, Connecticut. Outside of the office, I enjoy spending time on the farm, with friends, playing tennis, and horseback riding with my daughters, Boston and Braylin.
I look forward to continuing to serve my fellow bar members and to be a good steward of your funds and your ideas. I believe I have the knowledge and experience to affect any necessary change and to ensure that beloved programs are maintained and preserved.
Scott D. Winship
I am a 1986 graduate of the UPS (now Seattle University) School of Law. After gradua- tion, I worked as a deputy prosecutor in both King and Pierce Counties. In 1988 I entered private practice as a litigation associate at the firm of Bonneville, Viert, Morton & McGoldrick. In 1990, I went to work at North Pacific Bank, a two-branch community bank in South Tacoma, where I served in various capacities. In 2004, I returned to the practice of law at Vandeberg Johnson & Gandara, PS, where I have been ever since. My practice now primarily involves trust and estate administration and dispute resolution.
If elected, I hope to encourage broader membership and participation in the TPCBA and its programs.
CANDIDATES FOR TRUSTEE
VOTE FOR THREE (2-Year Term)
Nicholas R. Andrews
I am a private practice criminal defense attorney that was previously employed with the Pierce County Department of Assigned Counsel. I have practiced in the Tacoma-Pierce County area for over 13 years. I received a Juris Doctorate from Seattle University School of Law in 2008 and a Bachelor of Science from Indiana University—Bloomington in 2003.
I currently serve as a member of the Judicial Qualifications Committee, am a former TPCBA Trustee (2017 and 2018) and have been a fundraiser and advocate for Volunteer Legal Services in numerous capacities.
I desire to serve as a Trustee to continue the earlier work I was involved in to improve long-term, stable and adequate funding for our local civil legal organizations. Additionally, I would like to improve resources to aid attorneys in the community dealing with mental health and substance abuse. Finally, my goal is to assist in facilitating the conversation between the courts and the legal community at large in navigating practicing law in a Covid-19 and post Covid-19 environment.
Cameron E. Buhl
In 2016, I co-founded a non-profit law firm here in Tacoma with the mission of making access to justice possible for moderate means, low-income, and marginalized communities. My practice is focused on family defense for parents and children involved in child welfare dependency cases and family law. I am also currently serving as Chair of the TPCBA Juvenile Court Liaison Committee.
My goal in serving as a trustee is to ensure our Bar remains responsive to the diverse needs of our legal community and has an influential voice in shaping court policy as the practice of law continues to evolve. I also look forward to furthering member engagement by providing more channels for communication, opportunities for continuing education, and events focused on attorney well-being.
Jessica J. Campbell
I am running for Trustee so that I can expand my service to the community.
I am a 2012 graduate of Gonzaga University School of Law and have worked at DAC since 2013. I believe attorneys should give back to the community in whatever ways we can. I volunteered with VLS monthly for several years before COVID. I also volunteered for LFO Reconsideration Day in 2019 and again in 2021. I have also been involved with pre-trial release reform in Pierce County and with legislative criminal justice reform. I also co-founded Lawyers Against Systemic Racism and have organized and participated in several race and justice related CLEs, donation collection events, community political forums, and “Know Your Rights” seminars. I believe I can continue serving the legal community and beyond by being more involved with the TCBA as a Trustee.

Jason L. Johnson
I have lived and worked in the PNW my whole life. I went to college at Washington State University and then law school at Lewis and Clark Law School in Portland, Oregon. Between those two educational stints, I worked at Boeing for two years, building 757s in the Renton plant.
After law school, I was drawn to the drama of criminal defense and the questions the work forced me to confront. Namely, the conflict that exists in every human heart be- tween the rational and the emotional, and why the rational and good does not always win out. I have worked at the Pierce County Department of Assigned Counsel where I have been able to wrestle with these questions and help clients since 2003.
I am interested in serving as a Trustee for the Board in order to serve the legal community that has long served me. Now is a time for me to give back and work to make our legal community stronger during these unsettled times.
Adam S. Roberts
As a lifelong resident of Pierce County, it would be an honor to serve as a trustee for the TPCBA Board. I earned my J.D. from the University of Washington School of Law. For the last three and a half years, I have had the privilege of working as a Deputy Prosecuting Attorney at the Pierce County Prosecutor’s Office, helping to serve this community.
I work with people from all over Pierce County. In this work, I encounter individuals who have trouble understanding our legal system. I would like to help our Bar improve access to justice and maintain a board that is representative of the community it serves. As a prosecutor, I also enjoy working with attorneys from across our Bar, mainly in the criminal justice section. I have developed an understanding of their needs and would like to help meet them by serving on this Board.
If elected, I am committed to supporting diversity, equity, and inclusion. I would bring to the Board a criminal law background and the perspective of a young attorney looking towards the future practice of law in Pierce County.
Karen L. Schumacher
Professionally, I am fortunate to have been an attorney in Pierce County since 1997– almost 25 years! Before that, I was a Sales and Business Consultant for Mobil Oil. I have worked as an attorney in private practice for a personal injury firm and a criminal defense firm. I have had my own law firm, practicing in criminal defense and family law matters. I even worked for Lexis -Nexis for a short period of time! For the last 15 years, I have worked at the Pierce County Department of Assigned Counsel in both the Criminal and Dependency Divisions.
Personally, I am fortunate to be a parent of the most amazing teenage daughters, both with diverse perspectives and experiences in life! I am their advocates for life, and an advocate for others in my career. I am active in both girls’ schools and in our local community. During COVID, I found that running became my essential activity and I (unintentionally) became an Ultra Runner – completing two of the longest races in my running career – 50K and 55K!!!
I have previously served as TPCBA’s Chairman of the Golf Committee and as a member of the Friend Committee. I am continually impressed with the reach of the local bar association into our communities. I have enjoyed volunteering my time and serving as a creative, dedicated, and committed member of the TPCPA, and wish to continue to serve, as a trustee, should I be elected.

David C. Snell
Hello friends, I am submitting my name for Trustee for TPCBA because I believe we have the best Bar Association in Washington. I enjoy working to improve our mission, our committees and our interactions with the Bench and Council. I served as TPCBA President in 2009-10 and as Trustee a number of other years as well. I have chaired some of our TPCBA committees and served on the executive committee of our local Robert J. Bryan Platinum American Inn of Court. I show up to meetings and can assimilate differing opinions to find a cohesive bigger picture. I began my plaintiffs’ PI and Workers Comp practice in 1990, and still really enjoy advocating for the underdog and serving as a civil arbitrator. I would be happy to again serve this awesome association.

Carlos M. Sosa
I have been practicing law in the State of Washington since 1981. My practice focuses on litigation, civil, criminal or family law. I practice in both Pierce and King Counties and I am a 23-year resident of Pierce County. I have previously served on the following WSBA committees: Court Rules and Procedures; Judicial Selection; Department of Corrections; and Diversity. I have been a past chair of the TPCBA Diversity committee and member of the Superior Court Commission. I am a member and Judicial Evaluation Chair of the Pierce County Minority Bar Association. In 2021 I was selected by the TPCBA to be the Editor of the Pierce County Lawyer, our bar association publication. That experience has been phenomenal, and I am so thankful that my faith in the greatness of our membership and their skillset was validated by the outstanding attorneys and judicial officers who have contributed articles to the magazine that were well written, pithy and witty, and of pragmatic and entertainment value to our colleagues in Pierce County and beyond. I was a National Hockey League registered player agent from 1988-2020 and negotiated over 500 professional hockey contracts during that period of time. I believe that I can contribute to the TPCBA Board of Trustees given my history of working on various committees in the WSBA and our own Bar here in Tacoma-Pierce County. I would like to give back to the profession that has given so much to me. If I can be of use, I am willing to serve. I ask for your vote and hope to serve as a member of the Board of Trustees for the full two-year term. I live in Puyallup with my wife, Shelly, and we have 4 children and 6 grandchildren.
Elizabeth T. Vincent
I am a native of Tacoma with deep roots in this area and a strong interest in serving our legal community; in particular, making it more inclusive as we navigate procedural reforms in response to current events. I graduated from the University of Washington and then moved to Boston to work in the publishing field, then changed my career path and received my JD from Willamette University College of Law in 1994. For the past 25+ years I have been a deputy prosecuting attorney, working primarily in the Family Support Division and prosecuting juvenile criminal cases at Remann Hall.
My volunteer work includes tutoring for many years at McCarver Elementary, my alma mater, serving as a trustee for the local bar’s Family Law Section, and representing dependent youths in extended foster care. I spent most of the last decade working in the Juvenile Division with a dedicated group of fellow dpa’s, defense attorneys, probation officers and court staff members as we navigated juvenile justice policy changes. During my time in Family Support I worked with other stakeholders at DAC, the AG’s Office, and Juvenile Court to help implement a parentage protocol for children with dependency cases. This collaboration created a more efficient process to establish parentage for children in need of placement options.
Currently, I serve on the Tacoma-Pierce County Bar Magazine Committee, and appreciate the our local bar’s efforts to engage our members and better serve our community. Thank you for your consideration of me as a Trustee.
